Government houses vs Learning institutions buildings

How can one not have a blighted future when all you see for nearly 8 hours of your life spent in school daily is dilapidated buildings.  How do you concentrate when you are trying to avoid rainfall or even hot sunshine weather in building where there is no relief from harsh weather from pen or no roof building.  No comfortable chairs, no reliable teachers.
